Dentistry over the years has been held by lay man as a feeling of
dread. This fear of the dentist over the generations has been
mainly due to unpleasant experiences incurred by the patient either
due to lack of knowledge or of previous dreadful experiences of
dental treatment narrated to them. In routine practice we encounter
certain circumstances which do not empower the practitioner neither
to use general anaesthesia nor it is advised to carry out the
procedure under local anaesthesia alone. Thus the lack of
understanding of the conveyed verbal massage to these patients made
the attempted procedure virtually a nightmare to the attending
surgeon which resulted in an inferior surgical outcome. Hence the
technique of anaesthesia in the form of CONSCIOUS SEDATION was
developed.
In 2004, India agreed to commence the process of the composite
dialogue with Pakistan after getting assurance from President
Musharraf that he will not permit any territory under Pakistan to
be used to support terrorism in any manner.
The US led war on terrorism. the term used by US President Bush
with reference to Iraq, Iran, and North Korea has become part of
our political lexicon. The United Nations security council adopted
the resolution 1441 giving enhanced powers to weapons inspectors to
search for weapons of mass destruction in Iraq. The year 2002 also
the coming closer of the NATO and Russia and a movement towards the
Eastern expansion of the EU.
The papers in this volume were presented at the Sixth Workshop on
Algorithms and Data Structures (WADS '99). The workshop took place
August 11 - 14, 1999, in Vancouver, Canada. The workshop alternates
with the Scandinavian Workshop on Algorithms Theory (SWAT),
continuing the tradition of SWAT and WADS starting with SWAT'88 and
WADS'89. In response to the program committee's call for papers, 71
papers were submitted. From these submissions, the program
committee selected 32 papers for presentation at the workshop. In
addition to these submitted papers, the program committee invited
the following researchers to give plenary lectures at the workshop:

This book is the second in a series of three volumes on Kautilya
and His Vocabulary as a part of the "Indigenous Historical
Knowledge" project undertaken by the Institute for Defence Studies
and Analyses (IDSA), New Delhi. The edited volumes contain select
papers presented in a series of workshops, national and
international seminars organised by the Institute. The project is
an attempt to trace, look into, analyse and relate with the
indigenous strategic thinking in India. These volumes aim at
initiating the study, internalisation, spread and consolidation of
Kautilya's Arthashastra in the strategic domain. The four focus
themes in the three volumes are foreign policy, intelligence, war
and internal security as they relate to contemporary times.

In the wake of fukushima nuclear accident in Japan, nuclear
industry worldwide is facing two major challenges; first, the
public concern over safely of nuclear power plants and second, the
relationship between the nuclear industry and public regulators.
Similar concern have been raised in India too. The persistence of
public concerns over nuclear safety, in long run, could pose a
serious challenge to India's civilian nuclear energy programme. The
book analyses the prospects for nuclear energy globally in the
aftermath of Fukushima nuclear crisis and evaluates its role in
India's energy mix. In the light of various public concerns, the
book evaluates the overall performance of India's nuclear plants in
terms of safety, impacts on environment and public health, nuclear
emergency preparedness and civil nuclear liability. The public
concerns against nuclear power in India are mainly related to the
impact on environment and public health. The books show that the
operation of nuclear power plants in last for decades did not pose
any significant risks to environment and public health. India's
nuclear power plants includes various advance safety features to
withstand certain external events and the additional safety
measures have been implemented as per the Atomic Energy Regulatory
Board's (AERB) safety reviews conducted after the Fukushima crisis.
The operation of nuclear power plants over the years did not
increase the levels of environmental radioactivity from the
pre-operational levels. Also there are no discernible impacts on
public health. However, given the public concerns over
environmental and public health related issues., the book
recommends that India's nuclear energy managers must address such
concern through constructive public engagement and dialogue.
Employment of Space technologies for advancing the nation's social,
scientific and economic interests in gaining increasing importance
in the 21st century. At the same time Space security, which
includes the security of Space assets and the ability to use Space
for civilian and security purpose, is also attracting increasing
attention. During the last few decades the number of states
investing in satellite technologies has grown. Today, satellite
technology is providing a wide array of services from mobile
telephony to global navigation to disaster management. The Armed
Forces in various parts of the world have also begun to rely
increasingly on Space technologies. Particularly the 1991 Gulf War
and subsequent military campaigns in various parts of the world
have demonstrated the significance of Space technologies for
militaries. With the growing reliance of Armed Forces on Space
technology, the concern about security of Space assets is
increasing. These concerns have been further fuelled by the
anti-satellite (ASAT) test undertaken by China in 2007. As a
Space-faring nation it is important for India to constantly monitor
the rapidly changing global Space order. This book is an attempt to
analyse the ongoing trends in the Space domain and emphasis the
need for India to establish a comprehensive Space strategy.
The existing space regime is facing new challenges as a result of
the recent advances in space techno-logy and the emergence of space
security is a critical dimension in national security calculus.
This necessitates a proactive approach and a comprehensive space
policy. This volume is an attempt in this direction to sensitise
experts, policy makers and interested general audiences about the
developments and debates in this area and their implications for
India. The objective of this report, prepared by a Working Group
comprising leading experts in the field is to provide a
multi-disciplinary analysis including the technological, legal,
political, diplomatic, and security dimensions.
